Then what is the supporter tier?

Rs 500 a year, entirely optional. It adds bulk receipt scanning, insight history beyond twelve months and custom themes including true black — and it keeps Chukta free for everyone else.

If you stop supporting, nothing you rely on switches off. Those three extras stop; every expense, group and export stays exactly where it is.

Why not charge for the app?

Splitting a bill is not a luxury. Charging for it would push the people who most need a shared ledger back onto WhatsApp arithmetic.
